The large-scale online theme publicity event "Strengthen Guangdong by the Sea" guided by the Cyberspace Administration of China and hosted by the Guangdong Provincial Cyberspace Administration was recently held. The reporter learned that many regions in Guangdong are building the offshore wind power industry chain by leveraging rich wind energy resources, actively exploring the new "wind energy+" industrial synergy model, and injecting blue energy from the ocean into Guangdong's development.
Concentrating Energy to Form Momentum: Building Guangdong’s Offshore Wind Power Base
On the sea surface around Nan'ao Island in Shantou, 35 wind turbines stand neatly, resembling towering skyscrapers rising from the endless sea. The white blades hundreds of meters above the ground turn with the wind, transmitting green electricity to the land through cables, illuminating streets and homes. As the main battlefield of the Guangdong East Offshore Wind Power Base, Shantou is relying on good wind resources and industrial foundation to build an international wind power innovation port and develop hydrogen energy, energy storage, and smart electrical equipment industries, aiming to create a 200 billion yuan new energy industrial cluster.
Shantou's Offshore Wind Power
Guangdong is a major province in offshore wind power. According to data, by the end of 2022, Guangdong had built and put into operation offshore wind power capacity of approximately 7.91 million kilowatts, accounting for 26% of the national total, ranking second in the country. The "Guangdong Provincial Energy High-Quality Development Implementation Plan (2023-2025)" released in May 2023 clearly states that large-scale offshore wind power development will be promoted, with a focus on concentrated, contiguous development and utilization of offshore wind energy resources, aiming to build Guangdong’s offshore wind power base.
With the nurturing of favorable policies and industrial soil, Guangdong's wind power enterprises are growing rapidly. Shantou's "four-in-one" offshore wind power equipment manufacturing industrial project gathers leading domestic enterprises in areas such as complete machines, gearboxes, bearings, blades, generators, and testing and certification, working together to create the country’s first offshore wind power equipment collaborative production base. China General Nuclear Power Group (CGN) has launched the "Offshore Wind Power Comprehensive Utilization Platform Development and Demonstration Project," exploring the installation of net cage farming on the offshore wind turbine jacket structure.
Today, Guangdong’s offshore wind power industry is gathering momentum, with 28 offshore wind farms planned for construction in the province’s seas. According to the "Guangdong Offshore Wind Power Development Plan (2017-2030) (Revised)," by the end of 2030, the installed offshore wind power capacity will reach approximately 30 million kilowatts, with research, manufacturing, and service levels for offshore wind power equipment reaching internationally advanced levels. Guangdong's offshore wind power industry will become one of the most competitive industries internationally.
Industrial Synergy: New Energy Storage Takes the Lead
A city’s offshore wind power development cannot do without technological development, basic equipment manufacturing, cable research, material supply, logistics, transportation, and sales service industries. The Shantou Marine Engineering Base has come into being to meet this need.
The Shantou Marine Engineering Base focuses on wind power development and promotes the convergence of the industrial chain. In the park, the industrial planning is comprehensive: it includes wind power equipment manufacturing companies producing high-voltage fittings, blade materials, and optoelectronic cables; logistics companies providing full-service transportation for offshore wind power projects; and supporting companies supplying lubricants and hydraulic products for wind power installations.
Zhang Chunpeng, a member of the Development and Reform Bureau of Lufeng City, introduced that the eight enterprises located in the base achieved a total output value of 13 billion yuan last year. From January to September this year, the cumulative output value reached 8.116 billion yuan. More wind power-related companies will settle in the base, forming a complete industrial chain in the industrial park.
Shanwei Wind Power Equipment Manufacturing Enterprise
The "Guangdong Provincial Energy High-Quality Development Implementation Plan (2023-2025)" released in May 2023 clearly proposes to build a trillion-yuan new energy industry cluster, with a particular emphasis on strengthening the offshore wind power equipment manufacturing industry. The plan accelerates the formation of a high-end equipment manufacturing base that integrates complete machine manufacturing, key component manufacturing (such as blades, motors, gearboxes, and bearings), as well as the production of large steel structures and submarine cables, and plans to establish an offshore wind power operation and maintenance base in advance.
Wind power, photovoltaic, and other new energy generation methods are easily affected by natural conditions, leading to large fluctuations in power generation and some impact on the grid. At the same time, the best time for new energy generation often does not match peak electricity demand, resulting in power waste. The new energy storage industry can effectively solve these problems by providing comprehensive solutions such as peak regulation, frequency regulation, and peak shaving.
Walking into a battery company in Huizhou, a 150-square-meter energy storage project in front of the office building attracts attention. This project is Huizhou’s first batch of large-scale user-side energy storage projects, forming an important part of the "source-grid-load-storage" new power system.
"Currently, the energy storage project can store and release about 10,000 kilowatt-hours of electricity per day, and by utilizing the price difference between peak and valley electricity, the company can save about 2 million yuan in electricity costs annually, while alleviating the load pressure on the regional power grid. It can also serve as an emergency backup power source for the company," said the company’s负责人.
According to reports, Guangdong's new energy storage industry chain is leading the country, with Shenzhen emerging as a key lithium battery material industry cluster, and lithium battery industries thriving in Zhuhai, Guangzhou, Huizhou, and other cities. Data shows that in the first nine months of this year, Guangdong's new energy storage industry revenue exceeded 289 billion yuan, a year-on-year increase of 7.3%.
Integrated Development: "Wind Power+" Activates New Industrial Momentum
The massive white wind turbines are not just power generation devices. Huizhou’s "wind power + marine ranching" and Yangjiang’s "wind power + rural revitalization" are actively exploring new paths for the integrated development of offshore wind power, using the overall effect of "1+1>2" to amplify the green energy provided by the ocean.
Industry insiders say that the "offshore wind power + " diversified development model, integrating offshore wind power with marine fisheries, hydrogen production, energy storage, and other industries, has become a new trend in the industry.
In a Huizhou-based energy group company, the company’s self-developed "jacket wind turbine + net cage" wind-fish integration equipment is currently operating at the Mingyang Yangjiang Qingzhou Four Seas Offshore Wind Power Farm.
This equipment uses the wind turbine jacket as a supporting platform, equipped with a high-performance net system and an intelligent aquaculture system, creating a "wind-fish" integrated intelligent equipment that combines offshore wind power generation and deep-sea aquaculture. It effectively improves the level of intensive resource development in offshore areas, reduces development costs, and increases overall project profitability. Wind-Fish Integration Equipment Model
The momentum of offshore wind power comes from the ocean, but it also blows across the countryside. Yangjiang is using the "wind power + rural revitalization" model to continuously promote the green, low-carbon, and sustainable development of Hailing Island.
On October 18 this year, Hailing District and State Grid Yangjiang Hailing Island Wind Power Co., Ltd. collaborated on the "Wind Power + Rural Revitalization" project in the 1234 Mountains of Hailing Island, fully utilizing the existing resources of the wind farm to create a "tourism + new energy" model to assist rural revitalization. The project, which combines rural revitalization with new energy policies, plans to build decentralized wind power and ground-mounted photovoltaic projects in the island’s industrial parks and villages, with a total investment of 250 million yuan.
